NOW, therefore, We, the Peoples of the Federation of Biafra have RESOLVED to renew, reaffirm and continue with the Declaration of Biafra Independence of May 30 1967, with all the implications.
In re-affirming the Independence of Biafra, the Peoples and Nation of Biafra make neither war, nor peace, with the State or peoples of Nigeria; rather, we exercise a Natural right, a Popular right, a Political right, and a right supported by United Nations Organization Charter and International laws—the right of Self-Determination.

A Biafra Government within Biafra, to be known as “Biafra Shadow Government” (BSG) This Government shall function in tight coordination, and in harmony, with the government of Biafra that went into exile in 1970.

The Biafra shadow government has attracted a lot of sympathisers across the southeastern region with most easterners yearning for the day Biafra will be declared. Most people here are optimistic about the freedom course while few that are less informed about the struggle and its essence, express some form of antagonism whenever they hear about Biafra.

Majority of these few are gainfully employed in well-paying jobs but do not recognise the possible state of the Igbo. This was the same issue with occupants of Enugu who were not fully involved in this course. Recently, they were invigorated and protested against the coming of Buhari in the region.
Generally, Biafra shadow government has indeed attracted majority of the Biafran people and majority of the people are earnestly waiting for Biafra to be declared.
Biafra Shadow Government promise to work with her peoples at home—in Biafra Territory; and in Nigeria (cognizant of the State of Nigeria’s occupational forces foisted over our people), to keep alive and project Biafra’s Sovereignty and Independence in accordance with the Mandate, and to mobilise, organize and manage our people for sociopolitical activism in order to carry out our resolve for Self-Determination.
